Foreman community does not package the foreman_acd plugin for Foreman on Debian/Ubuntu.
If you use Foreman on EL or Foreman with Katello, you can use the Application Centric Deployment (ACD) plugin to deploy hosts in an application-centric approach, including hosts running Debian or Ubuntu.
